HCJ resigned 9 judges
The HCJ decided to dismiss due to the applications for resignation:
- Hubska Liudmyla Viktorivna – from the office of the judge of the Sixth Administrative Court of Appeal;
- Kopytova Olena Serhiivna – from the office of the judge of the Northern Economic Court of Appeal;
- Yukhno Iryna Valeriivna – from the office of the judge of the Dnipropetrovskyi Circuit Administrative Court;
- Plotnitskyi Borys Dmytrovych from the office of the judge of the Western Economic Court of Appeal;
- Stakhova Nataliia Volodymyrivna – from the office of the judge of the Luhansk court of appeal (seconded to the Odesa court of appeal);
- Ivchenko Tetiana Pavlivna – from the office of the judge of the Zavodskyi district court of the city of Dniprodzerzhynsk of Dnipropetrovsk region;
- Zhyvohliadov Andrii Mykolaiovych – from the office of the judge of the Mahdalynivskyi district court of Dnipropetrovsk region;
- Panasiuk Serhii Leonidovych – from the office of the judge of the Kovelskyi local-district court of Volyn region;
- Sydoruk Alina Mykolaivnaу – from the office of the judge of the Economic court of Ternopol region.
Activity of the HCJ Secretariat in figures for January – July 2024
For the period of seven months of 2024, , 2919 appeals from citizens and 849 requests for information were considered by employees of the Secretariat of the High Council of Justice; 1470 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26. There were also 8131 cover letters on sending copies of the acts of the HCJ and its bodies prepared by employees of the Secretariat of the Council; 14025 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 16857 pages of draft documents of the HCJ were edited.
For the period, 3550 acts of the HCJ, 1751 other documents and 463 news items were published on the official website of the High Council of Justice; almost 1000 information materials were published on social media pages of the HCJ. More than 1900 information materials were published in the “News” section of the “Judiciary of Ukraine” portal.
The authors of the draft law No. 10301 propose to introduce the specialization of judges to consider military criminal offenses, criminal offenses against peace, human security and international law and order in view of increasing the efficiency of justice in these cases and ensuring the proper level of trust on the part of the military.
The HCJ agreed with the reasoning of the draft law on the expediency of military justice in Ukraine in connection with the significant increase in court proceedings on cases of relevant crimes as a result of the armed aggression of the russian federation, but noted that such changes require the most comprehensive and balanced approach.

High Council of Justice and Mohyla School of Journalism Launch Joint Project
As part of the HCJ project, students of the Mohyla School of Journalism, together with the Communication Team and under the guidance of invited experts, are creating 10 videos for social media networks. The videos are dedicated to the reform of the judicial system of Ukraine and its functioning in war conditions.
The HCJ Secretariat has completed accepting documents from candidates for two positions of the HCJ members who will be elected to the Council by the Congress of Judges.
As reported, the XX Congress of Judges of Ukraine will take place on September 18, 2024, with the agenda including the election of two members of the HCJ (reserve day is September 19, 2024).

Interviews with candidates for the positions of Deputy Head of the Service of Disciplinary Inspectors and disciplinary inspector will be held from August 26 to September 6.

On August 20, 2024, the HCJ decided to dismiss judge of the Cherkasy сourt of appeal, Borodiichuk Volodymyr Heorhiiovych, under paragraph 3 of part 6 of Article 126 of the Constitution of Ukraine.
Implementation of this procedure was carried out on the basis of submission of the Third Disciplinary Chamber of the HCJ to dismiss a judge from office in connection with a significant disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or has shown that the judge is not qualified for their current position (Part 8 of Article 109 of the Law of Ukraine “On the Judiciary and the Status of Judges”).
On August 20, 2024, the HCJ decided to dismiss judge of the Henicheskyi district court of Kherson region, Sharko Nataliia Anatoliivna, under paragraph 3 of part 6 of Article 126 of the Constitution of Ukraine.
Implementation of this procedure was carried out on the basis of the submission of the Third Disciplinary Chamber of the HCJ, which decided to bring Nataliia Sharko to disciplinary responsibility and impose a disciplinary sanction in the form of initiation of the judge’s removal from office.
On August 22, 2024, the HCJ decided to temporarily suspend Hnyp Oleksandr Ivanovych, judge of the Semenivskyi district court of the Chernihiv region, from the administration of justice for a period of three months, depriving him of the right to receive additional payments to the official salary of the judge and the mandatory referral of the judge to the National School of Judges of Ukraine to complete a course of advanced training under the program “Judicial Ethics and Integrity” and further qualification assessment to confirm the judge`s ability to administer justice in the relevant court.
