HCJ returned the request on giving consent to take a judge into custody due to the termination of powers of the judge

On June 11, 2024, the HCJ decided to return the request of the Deputy Prosecutor General on giving consent to take a judge of the Henicheskyi district court of Kherson region into custody.

Such a decision was made taking into account that the powers of the judge were terminated due to the decision of the HCJ made on April 9, 2024. The decision was about the dismissal of the judge from her position at the Henicheskyi district court of Kherson region based on subitem 4 of item 16-1 of Chapter XV “Transitional provisions” of the Constitution of Ukraine – following the submitted recommendation from the HQCJU due to rejection of the judge to pass a qualification evaluation.

 

HCJ will make submissions to the President of Ukraine on appointing 16 judges to local courts

On June 11, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing 9 judges to positions in local courts. The list is at the link.

On June 13, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing 7 judges to positions in local courts. The list is at the link.

 

Three judges filed for resignation

On June 11, 2024,  the HCJ decided to dismiss two judges due to their applications for resignation, namely:

Kovchezhniuk Vasyl Mykolaiovych – from the office of the judge of the Haisynskyi district court of Vinnytsia region;

Tsaberiabohyi Borys Mykolaiovych – from the office of the judge of the Krynychanskyi district court of Dnipropetrovsk region.

On June 13, 2024, the HCJ decided to dismiss Svyrhunenko Yuliia Mykolaivna from the office of the judge of the Bilopilskyi district court of Sumy region due to filling the application for resignation.

 

A territorial jurisdiction of cases of the Avdiivskyi city court of Donetsk region was changed

According to the HCJ decision territorial jurisdiction of cases of the Avdiivskyi city court of Donetsk region will be changed from July 1, 2024, and cases will be transferred to the Industrialnyi district court of Dnipropetrovsk.

The Chairman of the HCJ Hryhorii Usyk and HCJ member Inna Plakhtii participated in the international Ukraine Recovery Conference, which is taking place in Berlin on June 11-12.

The HCJ Chairman made a speech in a discussion panel “EU Dimension: The rule of law, judicial reform and creation of an international compensation mechanism”. Answering questions from the panel moderator, Hryhorii Usyk said:

“The progress, achieved by Ukraine in ensuring the rule of law and development of the judiciary, is obvious. The key bodies that should ensure the irreversibility of the judicial reform are the reformed by new selection rules and with the participation of international experts – the High Council of Justice and the High Qualification Commission of Judges of Ukraine. It is the High Council of Justice that is responsible for ensuring the independence of the judiciary and its accountability to society, as well as for the formation of a highly professional and honest judicial corps both through the appointment procedure and by clearing the judiciary of dishonest judges through disciplinary proceedings”.

Activity of the HCJ secretariat in figures for January – May, 2024

During January – May 2024, 2224 appeals from citizens and 592 requests for information were considered by employees of the HCJ Secretariat.

For this period 1054 appeals from citizens were received to the HCJ hotline at the telephone number: (044) 481-06-26; 6129 cover letters on sending copies of the acts of the HCJ and its bodies were prepared, 10 252 copies of the acts of the HCJ, its bodies and members of the HCJ were issued, 12 642 pages of draft documents of the HCJ were edited.

 

Members of the High Council of Justice and employees of the Secretariat donated blood

HCJ members Dmytro Lukianov and Oleksii Melnyk, and employees of the Secretariat of the Council joined the charity initiative – donated blood for the defenders of Ukraine and for other people who need donor blood in the fight for their health and life. The HCJ employees donate blood not only as part of the blood donation day but also throughout the year. After all, this is a small contribution to our common victory.

 

115 judges were dismissed during January – May, 2024

During five months of 2024 the HCJ made decisions on dismissal 115 judges.

103 judges were dismissed on general grounds, in particular:

  • 98 judges were dismissed due to submission of application for resignation;

  • 5 judges of local courts were dismissed due to submission of application on their own volition.

On special grounds the High Council of Justice dismissed 12 judges.

 

Delegation of the High Council of Justice participated in the anniversary Assembly of the European Network of Councils for the Judiciary

On June 12-14, 2024, the General Assembly of the European Network of Councils for the Judiciary is taking place in Rome, on the topic – “Access to justice”.

This Assembly is an anniversary, as it is the 20th from the date of the formation of the European Network of Councils for the Judiciary in 2004. It takes place at the historical building of  Palazzo della Cancelleria, which was built in 1489-1513 and is considered the earliest Renaissance palace in Rome.

Representatives of councils for the judiciary of 36 countries take part in the Assembly – ENCJ members and observers. Ukrainian High Council of Justice is represented by the Chairman of the HCJ Hryhorii Usyk and HCJ member Inna Plakhtii.
