The HCJ dismissed upon retirement a judge of the Donetsk Court of Appeal seconded to the Dnipro Court of Appeal

On 17 March 2026, the High Council of Justice decided to dismiss Tetiana Viktorivna Kosmachevska from the position of judge of the Donetsk Court of Appeal, seconded to the Dnipro Court of Appeal, following her resignation application.

 

The High Council of Justice adopted a public statement on safeguarding judicial independence following an attack on a judge in the city of Dnipro

The HCJ adopted a public statement emphasizing the need to strengthen guarantees of judicial independence and personal security of judges in connection with a high-profile incident that occurred on 13 March 2026 in the city of Dnipro — namely, an attack on Liudmyla Sliusar, a judge of the Industrial District Court of the city of Dnipro.

30 judges dismissed during January–February 2026

During the first two months of 2026, the High Council of Justice adopted decisions to dismiss 30 judges:

  • 25 judges were dismissed under general circumstances, namely following resignation applications;
  • 5 judges were dismissed under special circumstances, namely for committing a serious disciplinary offense.
     

During January–February 2026, the HCJ submitted to the President of Ukraine motions for the appointment of 17 judicial candidates to judicial positions, including:

  • 3 judges to local general courts;
  • 11 judges to appellate general courts;
  • 2 judges to appellate commercial courts;
  • 1 judge to an appellate administrative court.

 

12 judges were held disciplinarily liable during January–February 2026

During the first two months of 2026, following the consideration of disciplinary cases, the Disciplinary Chambers of the High Council of Justice adopted 12 decisions to hold 12 judges disciplinarily liable and imposed the following sanctions:

  • a warning — for 4 judges;
  • a reprimand with deprivation of the right to receive salary supplements for one month — for 1 judge;
  • submission for dismissal — for 7 judges.

 

During January–February 2026, the HCJ considered 19 reports of interference with judges’ professional activities

During January–February 2026, the HCJ received 31 reports of interference with judges’ professional activities in the administration of justice, as well as actions violating guarantees of judicial independence or undermining the authority of justice. Taking into account reports received in previous periods, the Council has considered 19 reports since the beginning of the year.

Following the review of 7 reports of interference, 6 decisions were adopted to take response measures.

After reviewing 11 reports, the Council adopted 6 decisions approving 11 conclusions of HCJ members on the absence of grounds for taking measures to ensure judicial independence and the authority of justice.

 

Changes were made to the composition of the Disciplinary Chambers of the High Council of Justice

On 19 March 2026, by decision of the HCJ, Tetiana Viktorivna Spiridonova was appointed to the Second Disciplinary Chamber of the HCJ, and Dmytro Oleksandrovych Krupoderia to the Third Disciplinary Chamber of the HCJ.

 

Petro Talpa was temporarily assigned to perform the duties of the Head of the Judicial Security Service

On 19 March 2026, the HCJ decided to temporarily assign, from 25 March 2026 until the appointment of the Head of the Judicial Security Service in accordance with the установлен procedure, but no later than 25 July 2026, the duties of the Head of the Judicial Security Service to Deputy Head (for organizational and managerial activities) Petro Valentynovych Talpa

 

Judge of the Kyiv District Administrative Court Ihor Kachur was temporarily suspended from administering justice

Based on the decision of the First Disciplinary Chamber of the HCJ, Ihor Kachur, a judge of the District Administrative Court of the city of Kyiv, was temporarily suspended from administering justice. The decision to hold the judge disciplinarily liable and to apply a disciplinary sanction in the form of a submission for dismissal was adopted by the First Disciplinary Chamber of the HCJ on 23 March 2026.  в

 

HCJ members, Secretariat staff, and disciplinary inspectors joined a charitable initiative. Members of the HCJ once again joined a charitable initiative by donating blood for Ukraine’s defenders who risk their lives daily on the front line, as well as for civilians in need of blood transfusions in their fight for health and life
