High Council of Justice submits to President of Ukraine proposals on appointment of 13 judges to appellate courts:

  • Polina Vitaliivna Demidova – to the position of judge of the Eastern Appellate Commercial Court;
  • Oleksandr Mykolaiovych Kryzhyi – to the position of judge of the Northern Appellate Commercial Court;
  • Hanna Valeriivna Levshyna – to the position of judge of the Central Appellate Commercial Court;
  • Leonid Vasylovych Lichman – to the position of judge of the South-Western Appellate Commercial Court;
  • Oleksandr Volodymyrovych Chupryna – to the position of judge of the Sixth Appellate Administrative Court;
  • Yuliia Arturivna Dzhepa – to the position of judge of the Central Appellate Commercial Court;
  • Serhii Volodymyrovych Volovyk – to the position of judge of the Sixth Appellate Administrative Court;
  • Dmytro Volodymyrovych Shapoval – to the position of judge of the Western Appellate Commercial Court;

High Council of Justice extends term of temporary suspension from administering justice for judge of Northern Appellate Commercial Court

On November 18, 2025, the High Council of Justice granted the motion of the Deputy Prosecutor General – Head of the Specialized Anti-Corruption Prosecutor's Office and decided to extend until January 18, 2026, the term of temporary suspension from administering justice for a judge of the Northern Appellate Commercial Court in connection with being brought to criminal liability. The judge is suspected of committing criminal offenses under Article 368-5 and Part 2 of Article 366-2 of the Criminal Code of Ukraine, namely acquiring assets whose value significantly exceeds legitimate income; entering knowingly false information into the annual declaration for 2021, which differs from reliable information by a significant amount.

Eight judges dismissed on resignation:

  • Iryna Fedorivna Melnychenko – from the position of judge of the Commercial Court of Dnipropetrovsk Oblast;
  • Yuliia Serhiivna Mytsyk – from the position of judge of the Darnytskyi District Court of the city of Kyiv;
  • Oleksandr Mykhailovych Dankov – from the position of judge of the Sosnytsia District Court of Chernihiv Oblast;
  • Tetiana Andriivna Sliusar – from the position of judge of the Kyiv Appellate Court;
  • Petro Oleksiiovych Burdu – from the position of judge of the Petropavlivka District Court of Dnipropetrovsk Oblast;
  • Volodymyr Ivanovych Hutsol – from the position of judge of the Bershad District Court of Vinnytsia Oblast;
  • Yuliia Oleksandrivna Pyvovarova – from the position of judge of the Oleksandrivskyi District Court of the city of Zaporizhzhia;
  • Nataliia Stanislavivna Myrkushyna – from the position of judge of the Khorol District Court of Poltava Oblast.

HCJ dismisses judge of Solomianskyi District Court of the city of Kyiv Andrii Makukha based on clause 3 of part 6 of Article 126 of the Constitution of Ukraine

On November 20, 2025, the HCJ adopted a decision to dismiss Andrii Anatoliiovych Makukha from the position of judge of the Solomianskyi District Court of the city of Kyiv based on clause 3 of part 6 of Article 126 of the Constitution of Ukraine (committing a substantial disciplinary offense, gross or systematic neglect of duties that is incompatible with the status of a judge or reveals his unfitness for the position).

The implementation of the specified procedure was carried out based on the decision of the High Council of Justice dated November 5, 2015, No. 809/0/15-15 "On submitting a proposal to the Verkhovna Rada of Ukraine on the dismissal of Andrii Makukha from the position of judge of the Solomianskyi District Court of the city of Kyiv in connection with violation of the judge's oath," which was reviewed in court and left unchanged.

HCJ temporarily suspends judge of Primorskyi District Court of the city of Odesa from administering justice

On November 25, 2025, the HCJ temporarily, until January 18, 2026, suspended a judge of the Primorskyi District Court of the city of Odesa from administering justice in connection with being brought to criminal liability. The judge is suspected of committing criminal offenses under part 4 of Article 27, part three of Article 369 of the Criminal Code of Ukraine, namely inciting the provision of an undue benefit to an official who holds a responsible position. According to the investigation, these actions were committed by prior conspiracy of a group of persons.

HCJ Head Hryhorii Usyk outlines priorities of judicial reform at the current stage

As part of the qualification maintenance training program for heads and deputy heads of local general, commercial, and district administrative courts, appellate courts, the High Anti-Corruption Court, and cassation courts within the Supreme Court, conducted by the National School of Judges of Ukraine on November 24–26, 2025, HCJ Head Hryhorii Usyk delivered a speech in which he outlined pressing issues of judicial reform in the context of Ukraine's fulfillment of commitments under the Rule of Law Roadmap and the Ukraine Facility program. In his address, he emphasized the importance of a consolidated position from all judicial institutions regarding the further improvement of justice, enhancing the efficiency of court operations, and ensuring public trust.

HCJ submits to President of Ukraine proposal on appointment of judge to Commercial Court of Zakarpattia Oblast

On November 27, 2025, the HCJ adopted a decision to submit to the President of Ukraine a proposal on the appointment of Uliana Mykhailivna Pliatsko to the position of judge of the Commercial Court of Zakarpattia Oblast.

Roman Maselko: “Digitalization must ensure accessibility and transparency of justice”

HCJ member Roman Maselko participated in the XIV Judicial Forum, where discussions on strategic challenges and the future of justice took place. During the digitalization session, HCJ member Roman Maselko emphasized that digitalization is primarily intended to ensure access to justice, reduce corruption risks, and optimize operations, including through video conferences, monitoring mechanisms, and process automation, including with artificial intelligence. In his view, digitalization can address the issue of excessive workload and prolonged case review periods. If the legislator introduces the principle of extraterritoriality for case consideration and centralized automatic distribution, cases can be directed to courts that are less burdened.
