
The HCJ will make submissions to the President of Ukraine on appointing 25 judges to local courts
On September 17, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing 20 judges to positions in local courts. The list is at the link.
On September 19, 2024, the HCJ decided to make submissions to the President of Ukraine on appointing 5 judges to positions in local courts. The list is at the link.
The HCJ dismissed 6 judges on general grounds
On September 17, 2024 the HCJ decided to dismiss:
- Volchko Andrii Yaroslavovych from the office of a judge of the Kyiv-Sviatoshyn district court of Kyiv region due to his submission of application for resignation;
- Vrona Anna Olehivna from the office of a judge of the Pavlohradskyi city district court of Dnipropetrovsk region on her own volition.
On September 19, 2024 the HCJ decided to dismiss due to submission of applications for resignation:
- Sakhno Roman Ivanovych – from the office of a judge of the Kyiv appellate court;
- Tymchenko Olena Oleksandrivna – from the office of a judge of the Donetsk appellate court;
- Palii Valentyn Valeriiovych – from the office of a judge of the Northern appellate commercial court;
- Tsyhanenko Andrii Ivanovych – from the office of a judge of the Donetsk circuit administrative court.
On September 17–19, 2024, the EU-Ukraine bilateral session on Chapter 23 “Rule of Law and Fundamental Rights and Freedoms”, which deals with courts, prosecution, advocates, legal education, fight against corruption and fundamental rights and freedoms, is taking place in Brussels (Belgium) as part of the screening process.
The delegation of Ukraine includes Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Minister of Justice of Ukraine, representatives of the HCJ, the HQCJU, Supreme Court, Constitutional Court of Ukraine, Ministry of Justice of Ukraine and other state institutions.
The High Council of Justice is represented by the Deputy Chairman of the High Council of Justice Dmytro Lukianov and Head of the HCJ Secretariat Mykhailo Shumylo.

The HCJ Chairman Hryhorii Usyk during his speech at the XX regular Congress of Judges of Ukraine called for justifying the trust of citizens and international partners and electing judges to the Constitutional Court of Ukraine.
Dmytro Lukianov participated in the Х Lviv forum “Ukrainian criminal justice in post/war paradigm”
The Deputy Chairman of the High Council of Justice Dmytro Lukianov during his speech at the Х Lviv forum “Ukrainian criminal justice in post/war paradigm” paid attention to the issue of introducing the specialization of judges on consideration of military and military criminal offenses, which has been actively discussed in recent years.
The draft law was also discussed which suggests providing that in local general and appellate courts shall be the judges’ specialization on administering criminal proceedings in cases regarding military criminal offenses, criminal offenses against peace, human security and international law and order.
Dmytro Lukianov emphasized that the staff shortage of the judicial corps can hinder the implementation of the mandatory specialization of judges.
